Instructions
Soak the dried chiles in hot water for 10 minutes.
Remove stems and seeds if desired.
Add chiles, garlic, vinegar, water, and salt to a blender.
Blend until smooth.
Adjust seasoning and let the salsa rest before serving.
Notes
For a milder salsa, remove the chili seeds or add one roasted tomato.
